  1、 Meaning of reach detection
  Reach is the abbreviation of EU regulation " regulation="" concerning="" the="" registration,="" evaluation,="" authorization="" and="" restriction="" of="" chemicals".="" it="" is="" a="" chemical="" regulatory="" system="" established="" by="" eu="" implemented="" on="" june="" 1,="" 2007.   This is a regulation proposal concerning the safety of chemical production, trade and use. The regulation aims to protect human health and environmental safety, maintain and improve the competitiveness of the European chemical industry, as well as the innovation ability of developing non-toxic and harmless compounds, prevent market fragmentation, increase the transparency of chemical use, promote non animal experiments, and pursue sustainable social development. Reach establishes the idea that society should not introduce new materials, products or technologies if their potential hazards are not known.
  2、 Main contents of REACH regulations
  ◆Registration: all chemical substances with annual output or import more than 1 ton need to be registered, and chemical safety report should be submitted for chemical substances with annual output or import more than 10 tons.
  ◆Evaluation includes file evaluation and material evaluation. File evaluation is to verify the integrity and consistency of the registration files submitted by enterprises. Substance assessment is to confirm the risk of chemical substances endangering human health and environment.
  ◆Authorization is used to authorize the production and import of chemicals with certain hazardous characteristics, including CMR, PBT, vpvb, etc.
  ◆Restriction: if it is considered that the risks to human health and the environment caused by the manufacture, marketing or use of a substance, preparation or article cannot be fully controlled, its production or import in the EU will be restricted.
  3、 Responsibilities and obligations of articles in reach
  If the product contains intentional release substance and the annual export volume of the substance is more than 1 ton, registration is required.
  If the product does not contain intentional release substances:
  1. If the product contains substances of high concern (i.e. SVHC), and the content is less than 0.1%, there is no need to inform and take the initiative to transfer information, but if the importer or consumer requests, they are obliged to provide relevant information;
  2.若产品中含有SVHC,并且含量大于0.1%,同时年If the export volume is less than 1 ton, it is necessary to inform the downstream importers and transfer relevant information, and issue relevant certification documents at the same time;
  3. If the product contains SVHC, and the content is more than 0.1%, and the annual export volume is more than 1 ton, it must report to ECHA;
  4. At the request of consumers, all suppliers of goods shall provide consumers with sufficient information within 45 days after receiving the request, so as to ensure the safe use of goods. This information includes at least the name of the substance.
  Reach test items
  On January 15, 2019, the European Chemicals Administration (ECHA) issued a notice, adding 6 substances in the 20th batch as substances of high concern, including four polycyclic aromatic hydrocarbons (PAHs) and one phenol substance. Another substance was included due to its endocrine disrupting properties, and the SVHC list was officially updated to 197.
