  Reach 53 is the regulation of 28 EU Member States on the preventive management of all chemicals entering their markets, especially household products. At present, the three major environmental protection standards recognized by the international home industry are: DMF (skin allergy element), reach 53, carb standards. The three are complementary environmental protection systems, and there is no overlap between them. This series of home environmental protection standards are initiated by the domestic famous home brand federal group, and its federal Mini environmental protection sofa series promise to abide by the international environmental protection standards, calling for the protection of consumer rights Benefit. On December 18, 2006, the European Parliament and the Council of the European Union officially passed the regulations on the registration, evaluation, authorization and restriction of chemicals (REACH regulations), which carry out preventive management of all chemicals entering the European market. The regulation came into effect on June 1, 2007 and came into effect on June 1, 2007. The competent authority is the European Chemicals Agency (ECHA).
  In China, this standard requires 53 substances of high concern (SVHC) in all chemicals with an annual output of more than 1 ton not to exceed 0.1% of the total weight. This standard has not been implemented in China in terms of test items, technical requirements, limited parameters, test complexity, supply chain control system, etc.
  1. From the content of test items, in addition to the substances listed in China, there are 48 items in reach 53, including other chemicals;
  2. In terms of technical requirements, the limit parameters of reach 53 environmental protection standards are tens of times stricter than those of domestic standards;
  3. In terms of test complexity, reach 53 was initially implemented in 1976 and has been committed to gradual improvement. From 2008, the first batch of 15 items have been implemented to the present 53 items. It is a planned and sustainable development regulation. The goal of this regulation is consistent with the international obligations undertaken by the EU within the framework of WTO, to protect human health and promote non-toxic environment;
  4. From the perspective of supply chain control system, the operation of this regulation must be traced back to the most upstream supply system, and must be transparent and systematic.
  concrete content
  REACH regulations stipulate that producers and importers of chemicals and other tangible products entering the EU market shall have the following obligations:
  (1) Registration
  (compile and submit detailed report including test data of each chemical substance in the product.) In REACH regulations, the registration scope of chemical substances mainly includes:
  1. Independent substances or substances in preparations with quantity ≥ 1 T / A / person;
  2. Unregistered monomers or other substances in polymer in the form of monomeric units or chemical compounds with content (weight ratio) ≥ 2% and total amount ≥ 1 T / A / person from upstream suppliers;
  3. Substances in articles with a total amount of > 1 T / A / person and which will be released intentionally under normal or reasonably foreseeable conditions of use;
  4. If the total amount is more than 1 ton / year / person, the Chemical Bureau has reason to suspect that the substances in the articles will be released from the articles and the release is harmful to human body or the environment, the Chemical Bureau may require registration.
  According to reach regulations, substances exempted from registration include:
  1. 1 ton / year / person
  2. Radioactive material
  3. Under the supervision of the customs and without any treatment or processing: (1) temporary storage for re export, or in the bonded area or bonded warehouse; or (2) transit
  4. Non separated intermediate
  5. Means of transport for hazardous substances
  6. Waste
  7. Immunity of Member States for defence reasons
  8. Medicine or veterinary medicine
  9. Additives, food seasoning and animal nutrition in food or feed
  10. Substances in Annex IV (known low risk)
  11. Substances in Annex V
  12. Re import of registered substances or substances in products
  13. When the substance in the registered substance itself, product or article is reprocessed (recovery process)
  14. Polymer (polymer itself) (except for monomer or other substances existing in polymer in the form of monomer units or chemical compound substances with unregistered content [weight ratio] ≥ 2% and total amount ≥ 1 T / A in upstream supplier)
  15. Chemical substances for product or R & D only (PPORD) (5 + 5 / 10 years)
  16. Only used for active ingredients and excipients in plant protection products (deemed registered)
  17. Active ingredients used only in biocides (deemed registered)
  18. Substances declared as new chemical substances under Directive 79 / 831 / EEC (deemed to be registered)
