Application Scope
Packaging refers to all products made of any material of any nature for container, protection, handling, transportation and display of goods. Including from raw materials to processed goods, from producers to users or consumers. "Non-returnable" items (used for the same purpose) should also be considered as constituent packaging.
"Packaging" includes: (a) Sales packaging or basic packaging, that is, packaging as part of the sales unit purchased by the final user or consumer. (b) Combination packaging or second packaging, that is, packaging is used to group a certain number of sales units at the time of sale, regardless of whether it will be sold to users or consumers, or whether it will only be used as a supplement at the time of sale Shelf means; packaging can be removed from the product without affecting its characteristics. (c) Transport packaging or third packaging, that is, packaging is used to facilitate the handling and transportation of several sales units or combined packaging to prevent actual handling and transportation losses. Transport packaging does not include road, railway, ship and aviation containers.
The Packaging Directive not only sets out target requirements for the recycling and regeneration of packaging waste, but also imposes limit requirements on the content of heavy metals.
Recycling and regeneration requirements
On February 11, 2004, the European Union promulgated the amendment 2004/12/EC to 94/62/EC, which stipulates that the overall recovery rate is 60% and the recycling rate is 55%. In addition, specific recycling rates are specified: 60% for glass, 60% for paper and cardboard, 50% for metal, 25% for plastic, and 15% for wood.
On June 14, 2018, the European Union issued a revised Regulation (EU) 2018/852 on Packaging and Packaging Waste Directive 94/62/EC in its communiqué.
Heavy metal requirements: Pb+Cd+Hg+Cr6+<100ppm.
The US packaging regulations CONEG is consistent with the EU packaging directive 94/62/EC, and the requirements for heavy metals are also Pb+Cd+Hg+Cr6+<100ppm. Test objects include: product packaging cartons, cartons, wooden frames, film boxes, plastic bags, bubble bags, foam, polyol, fixtures, sheets, ropes, paint, ink, tape, glue, cable ties, etc.
